Here are answers to commonly asked questions regarding Friendly Acres Neighborhood Association. If you have a question you don't see answered here or elsewhere on the website, please feel free to contact us at friendlyacres@gmail.com.

What is FANA?

Friendly Acres Neighborhood Association (FANA) is a not-for-profit neighborhood association (not an HOA). FANA’s deed and bylaws were established by the developer, Starmount Company,  who founded the Friendly Acres neighborhoods and Friendly Acres Swim & Tennis Club at 1807 Brassfield Road many years ago. In 2007, Starmount transferred the deed for the club and associated property to FANA. 

 

FANA remains the sole owner of Friendly Acres Swim and Tennis Club and exists for the purpose of managing the club, maintaining neighborhood common area property, and otherwise fulfilling the requirements of the deed

 

Since 2007, various neighbors have voluntarily operated FANA, serving as board members, officers, and/or committee chairs and contributing sweat equity. As a not-for-profit corporation and not an HOA, FANA is sustained by voluntary dues from neighbors, and membership is optional.

Why isn’t FANA an HOA?

Starmount envisioned Friendly Acres Swim & Tennis Club memberships would fund maintenance of the common areas; therefore, they did not establish an HOA to maintain the common areas. (Note: If you are wondering why we don’t form an HOA so we can have mandatory dues for common area maintenance, it is virtually impossible to establish an HOA after the sale of the first home within a planned community. The explanation for this is so complex that it’s beyond the scope of this FAQ.)

 

The distinction between and HOA and neighborhood association is as follows:

 

HOA: Residents are required by law to join and pay fees/dues. The HOA maintains and manages multiple areas throughout the neighborhood (including landscaping). In NC, the average HOA fee is $ 4,620/year.

 

Neighborhood Association: Payment of dues by neighborhood residents is voluntary. The neighborhood association maintains and manages specified common areas. FANA membership dues start at $295/year. Click here for more information on FANA membership and how to pay dues.

Am I required to be a member of FANA?

No, but we do hope you will choose to be a member! Joining supports the efforts of FANA, including landscape maintenance and beautification of certain common areas. This maintenance makes our neighborhood more attractive and increases our property values. Other benefits of membership can be found here.

Who operates FANA? 

The elected Board of Directors, per deed and bylaws.

Who are FANA's board members and officers?

Are FANA board members paid?

No. FANA board members are volunteers and by law, may not receive compensation.

How are FANA board members elected?

Directors may be nominated by FANA members and elected at the annual meeting, traditionally held in January or February. Any current FANA member is eligible to serve as a Director. Directors have staggered 3-year terms.

I’ve seen the FANA membership eligibility footprint map but where do most FANA members actually live?

The majority of FANA members live between New Garden Road and the Friendly Acres Drive area:

  • Weston (Friendly Acres North) 

  • Weston Woods 

  • Near or on Friendly Acres Drive

  • Friendly Acres Townhomes

  • Parkston

Please explain maintenance of common areas.

The majority of FANA membership dues are allocated to landscaping and beautification of the three common deeded areas of our neighborhood:

  • New Garden Rd. entrance - Intersection of New Garden Rd. and Brassfield Rd. Maintain grass, beds, and trees on each side of the entrance and median. Maintain signs, lighting, and sprinkler system.

  • Weston Woods entrance - On Friendly Acres Dr. between Burntleaf Pl. and Friendly Acres Ct. Maintain the areas of the walls and the median, including beds and pruning roadside trees as needed to keep them from impinging the brick walls and street.

  • Bearhollow Rd. entrance - Intersection of Friendly Acres Dr and Bearhollow Rd. Maintain the west side of Friendly Acres Dr. ending with birch trees and the median. Maintain grass and prune trees as necessary.

  • Cul-de-sacs - Although not specified in the deed or bylaws, FANA recognizes these cul-de-sacs as important to the overall aesthetic of the neighborhood. These areas would typically be maintained as common spaces under an HOA. However, when funds permit, we upkeep them with the help and generosity of dedicated volunteers. These areas are as follows:

    • Rockglen 

    • Burntleaf 

    • Needleleaf 

    • Bitternut N 

    • Bitternut S

What about maintaining or beautifying the Bryan Blvd underpass? 

Unfortunately, it is outside of FANA’s purview to manage or maintain the underpass, as it is not required by the deed and is government property. This area falls under the jurisdiction of the following municipal departments:

  • The overpass, incline concrete, and pillars are covered by the NC DOT.

  • The City of Greensboro maintains the street, curb, sidewalk, and grasses.

 

Because of the multiple overlapping jurisdictions, any proposed private project near the underpass requires the city and the state’s permission. Per one city administrator, it can take months or years to get approval from the NC DOT, which has ultimate jurisdiction for Bryan Blvd. and its underpass.

 

However, with enough volunteer interest and participation, a Clean-Up Day could be organized for FANA members to clear out weeds and trash from this area. If you are interested in participating in a neighborhood clean-up event, please email friendlyacres@gmail.com.

What if I notice a problem in our neighborhood (such as a pothole, streetlight outage, or inappropriate signage)?

City of Greensboro administrators have emphasized to us that any individual homeowner should call the city’s hotline at 336-373-CITY. Additionally, here are just a few helpful resources to common issues:

 

To report a street light outage, visit Duke Energy's Street & Area Light Repair website. Then, click on "Carolinas" and select "Duke Energy Carolinas" to access the company's interactive reporting map.

I live in Parkston or Friendly Acres Townhomes. We have our own HOA which requires a monthly fee for maintenance of our property. Why should I also pay FANA membership dues?”

We respect the situation of homeowners in Parkston and Friendly Acres Townhomes. We consider our neighbors within these communities part of our larger Friendly Acres neighborhood. Within a traditional HOA format, it is common practice for communities within a larger neighborhood to pay two sets of dues - one to their individual HOA and another to the larger neighborhood association. FANA’s efforts benefit the entire Friendly Acres neighborhood.

Who really owns the Friendly Acres Swim and Tennis Club property at 1807 Brassfield Road?

FANA, by conveyance of a deed from Starmount in 2007.

Can I be a member of FANA and not a member of Friendly Acres Swim & Tennis Club? Can I have access to the Friendly Acres Club without being a FANA member?

Please remember that if you join Pinetop to use the Friendly Acres Pool, that does not include a FANA membership and does not contribute to neighborhood landscaping. They are separate fees. 

 

The following four options are available to you:

  1. Pay FANA membership dues and Pinetop dues to be a member of both.

  2. Only pay FANA membership dues. (No use of pool/club facilities.)

  3. Only pay Pinetop dues. (No contribution to neighborhood landscaping.)

  4. Choose not to join either.

How do I find more information about using the FA Swim & Tennis Club?

For information regarding club or pool use, please contact Pinetop Neighborhood Resort, which operates and manages the Friendly Acres Swim & Tennis Club.

What’s the relationship between FANA and Pinetop?

An agreement was reached in 2023 for Pinetop to lease, manage, and maintain the Friendly Acres Swim & Tennis Club property at 1807 Brassfield Road. We are independent companies.

Pinetop is a privately owned, for-profit company with knowledge and proficiency in managing neighborhood clubs. We recognize a company with this level of experience and expertise can maintain our club with the quality and cost-effectiveness our neighbors expect and deserve.
